You can do this without the smudge tool. It's a pain in the a**, but it can be done. If she didn't draw it, how do you explain the wonkiness of the features? Something that simple is not hard to draw.
Also, I really don't like the pose. Every girl does the whole "pretend kiss" thing and the tongue sticking out does not make you look cool. The whole thing makes you look like an idiot.
As far as the art goes, though, I am impressed somewhat.

- Sadly, I have to point out exactly what this person did. They just took a photo and used what is called the smudge tool, and smudged it back and forth until it looked almost as if she really painted it free-hand. its most obvious that she did this on the right girls head. Then she just added final touches on the eyes. Is that right?
