Chao aka Katy is a character by Osamu Tezuka, also known as the Godfather of Anime. The particular anime this is from is called Unico.
Along the way he meets cute characters. Chao being one of them. I drew this with Tezuka's style in mind which wasn't as hard as I thought it would be. Please look at the reference picture below.
