I don't think he is. There's a few holes that don't add up if he was. 1. Dean's amulet didn't "burn hot" when Chuck was around. Though at some point, Joshua said that no magic trinket or amulet could find God if he did not want to be found, hence why nothing happened with it in his presence. 2. Also I thought that the reason God was on Earth was to escape the whole Heaven and Hell thing. Joshua said that God knows and believe it's not his problem. Why would he purposely involve himself with the vessels? And then there's the archangel protecting him, why would God need one? Cas confirmed that he's not God and was just a prophet. But wouldn't the angels suspect he was there if he was, even if he was hiding right in front of them? Plus it would be a risk as he was always being watched. And even then, the Angels were able to get into his head to implant false information, such as the vision of the Michael's sword is on Earth. Or what about still being in that flash forward of 2014? 3. And what about when he hit on that girl, Becky? Or drink alcohol and so on? Even close to the end he was waiting for a hooker to come over when Dean called him. That doesn't seem like something God would do. Unless it was all an act. 4. The question that many think is where did he go? I believe he dressed up (in funeral cloths or something) because as a prophet he knew what will happen and knew that God (or maybe an angel) would take/teleport him to Heaven. After all, his job was done and he was promised to go to Heaven when finishing his task of writing the "Winchester Gospels." 5. I remember that somewhere in an article about the new season of the show that God might appear. And there seems to be a theme with the show...Sam and Lucifer, Dean and Michael...both brothers. One loyally following their father's foot steps while the other rebel wanting a normal life. Wouldn't it make sense that their father, John would come back to life being the vessel of God? It's the bloodline, stretching back far into the history in the bible which Michael told Dean. It's the reason why they're the vessels because they can handle them. God is perfectly capable of bring him back to life or something. Some believe that God is Crowley. Just because it was strange to see a 'good' demon helping them out. But it's later proved wronged. After all, they had a common enemy and he had his own agenda. Others think it's the Chevy Impala.
